Joe Phillips was born on May 12, 1913 in Terry, Montana, USA. Phillips worked as an actor, primarily appearing in uncredited roles in Western films. His earliest known film credit is from Colorado Territory, where Phillips portrayed a Townsman in 1949.
Phillips later appeared in Rio Bravo, a 1959 Western directed by Howard Hawks, playing the role of Barfly. The film remains one of his most recognized appearances. Phillips died on October 19, 1972. His filmography consists solely of these two uncredited roles, both in Westerns.
